Updated mod: Rise of America Plus

In addition to State vs Country Plus, Awar has also updated his Rise of America Plus mod. Also upgraded to v19.07, this mod has the same new features as the other one mentioned in the news.

However, we’ll include the new features here too, without claiming completeness:

1. Added new models and units for Ukraine.
2. Adjusted AI to take into account the changes to game and the addition of new models.
